It was established under the Lagos State Urban and Regional Planning and Development Law, 2010, as amended in 2019. Its core mandate is to monitor and enforce building standards across the state, from initial approval through construction to occupancy.
Core Functions of LASBCA
1. Approval and Monitoring of Building Construction: LASBCA ensures that building plans have been properly approved by the Lagos State Physical Planning Permit Authority (LASPPPA). LASBCA monitors ongoing construction projects to verify compliance with approved designs, structural integrity, and environmental standards.
2. Site Inspection and Certification: LASBCA conducts mandatory stage-by-stage inspections, including foundation, blockwork, roofing, mechanical/Electrical, and completion. Upon successful inspection, LASBCA issues the Certificate of Completion and Fitness for Habitation, a key legal document for lawful occupancy.
3. Enforcement and Demolition of Unsafe Structures: LASBCA has wide regulatory and enforcement powers to serve stop work orders, mark buildings for seal-up or demolition, and carry out enforcement against illegal or distressed buildings. It is also responsible for identifying structurally defective buildings and initiating remedial or demolition action where necessary.
4. Regularization and Post-Construction Audits: LASBCA provides a route for regularizing unapproved buildings (within the bounds of planning law). LASBCA conducts building audits, especially in high-density and high-risk areas, to detect unauthorized modifications or non-compliant usage.
